In 1910, Pincus Sapira (president of the Israelite community in Constanta) requested "the necessary authorization to build a temple on the property of the Israelite Community in Constanta, on Rosetti Street, at the corner of Petru Rares" (a plot of land where there was an old synagogue built after 1867, constructed with the approval of the Ottomans – the decree of Sultan Abdul Aziz – according to the writings of Marin Ionescu-Dobrogianu in "Research on the city of Constanta" – published in 1896). The construction of the synagogue was completed in 1914, featuring Moorish-inspired architecture, based on the project signed by architect Anghel Paunescu, in accordance with the community's requirements.

From the Ashkenazi rite construction in Constanța, only the enclosure walls remain, the ceiling only exists in some places. The building is in the heritage of the Jewish Community of Constanța and the National Investment Company allocated funds for the rehabilitation of the building. The synagogue will be reborn from the ruins because in June 2023 the contract for the execution of restoration and general rehabilitation works was signed.
From the initial Ashkenaz rite Synagogue, only the enclosure walls remain, and the ceiling exists only partially. The building is part of the Jewish Community's heritage in Constanta, and the National Investment Company has allocated funds for the rehabilitation of the building. The synagogue will be reborn from ruins as the contract for the restoration and general rehabilitation works was signed in June 2023.
